The recent successes of machine learning, especially regarding systems based on deep neural networks, have encouraged further research activities and raised a new set of challenges in understanding and designing complex machine learning algorithms. New applications require learning algorithms to be distributed, have transferable learning results, use computation resources efficiently, convergence quickly on online settings, have performance guarantees, satisfy fairness or privacy constraints, incorporate domain knowledge on model structures, etc. A new wave of developments in statistical learning theory and information theory has set out to address these challenges. This Special Issue, "Machine Learning and Information Theory", aims to collect recent results in this direction reflecting a diverse spectrum of visions and efforts to extend conventional theories and develop analysis tools for these complex machine learning systems.

Deel 1/ Op weg naar een betere hygiëne en een central gezondheidsbeleid, 1849-1884 - Deel 2/ Sociale problematiek en weten schappelijke ontdekkingen, 1885-1913 - Deel 3/ Consolidatie en verankering In 1849 richtte minister Charles Rogier een raad van experten op om hem advies te verlenen over alle kwesties die te maken hadden met volksgezondheid. 160 jaar later voert de Hoge Gezondheidsraad in principe nog altijd dezelfde kernopdracht uit. De behandelde thema's waren aanvankelijk zeer breed: arbeidershuisvesting, persoonlijke hygiëne, de strijd tegen infectieziekten, de ziekenhuisinfrastructuur enz. Dit boek toont hoe de raad achter de schermen mee de krijtlijnen uittekende van het Belgische volksgezondheidsbeleid. Daarom is het verhaal veel ruimer dan alleen de geschiedenis van een overheidsorgaan. Het boek weerspiegelt de evolutie die België doormaakte op het gebied van hygiëne, medisch-wetenschappelijke ontdekkingen, gezondheidsbeleid en sociale wetgeving en toont hoe de wetenschappelijke adviezen van de Hoge Gezondheidsraad op lange termijn het dagelijks handelen tot in het kleinste detail beïnvloed hebben. 160 jaar lang vormde de raad de schakel tussen wetenschap en beleid.
